There's been hints all along there was something unique about luffys powers and that his devil fruit was more than just stretchy power. From Luffy being able to understand dragons, him being able to understand sea kings, from him being able to duplicate his arms in gear four, him being able to create flames later on that mimicked aces flames etc. The recent chapters for one piece just confirmed all the hints that luffys devil fruit wasn't the gomu gomu fruit. It's the mythical zoan sun god fruit which was hinted for some time now with him being able to create flames in later episodes to mimic aces special attacks, him being able to duplicate his arms and understand other creatures.

"the voice of all things" is what allows him to understand them. Just like Roger
